With the exception of the Saga expansions, the scenarios are all in the time period between when Gandalf leaves the One Ring with Frodo, and when (in the movie) he comes back all freaked out ("Is it secret? Is it safe?"). The adventure packs aren't meant to be out of the books (again, with the exception of the Saga Expansions). FFG hasn't done well at reinforcing this fact, especially with releasing sets that roughly follow the path of the books. But the adventure packs are meant to help fill out the backstory of the books, not replicate the books themselves.
