No, absolutely not. In fact, from these two choices, I would recommend getting Khazad-Dum.
The Mirkwood cycle is one complete set with those six packs. Khazad-Dum starts a new cycle (it is a requirement for the Dwarrowdelf packs) and works perfectly fine without having any of the Mirkwood packs.
The Mirkwood packs build on each other, so just getting two will still net you something incomplete (even though you will have more options for deckbuilding, of course, as all cards can also be used seperate of each other, but some really work well together; also there are cards distributed over the Mirkwood packs, which do the same thing but for different spheres, i.e. provide a hero with a different resource symbol). So, getting to the point, I think that if you want to get Mirkwood, you should try to get the complete cycle.
KD is better-suited as a "solo purchase".
