Yea, the rules aren't super clear about this, but the quest phase happens whether or not you commit anyone to quest (you treat your committed willpower as zero). You should quickly lose from going over 50 threat if you never quest.Solo Tactics is one of the harder decks. Tactics works fine in a constructed deck or in conjunction with a second player, but the "starter" deck has a fairly hard time winning on its own (you can win, but expect to lose a bunch).
Try the deck with Aragorn in it as a good deck to start with.
