You will need Tactics for Khazad-Dum and the Dwarrowdelf cycle and definitely need much of it for Heirs of Numenor. During the first cycle our two player games rarely included any tactics hero, now both player need tactics card to get through the quests.Denethor and Bilbo and good solo-play heroes but their usefulness diminishes the more player are involved.
