I know, that the depleted encounter deck is only reshuffled in the quest phase, not in any other phase (except if you are explicitely instructed to do so).But this can be the case in all three steps of the quest phase, not only in step 2, staging, right?
And if you play the game with two players and the encounter deck is depleteed during the staging step after putting the first encounter card into play, you shuffle the discard pile and draw the second one, right?
