Whilst I hope and agree there will be Gondor and even Outlands heroes, I feel Outlands may easily become almost too strong. I am currently using Ethir Swordsman and Hunter of Lamedon and already these guys can quest madly. If we get three or four more of these, with low cost - and it seems they will come thus - it can quickly rival the Dwarven swell of willpower. Getting an Outlands hero would be a bonus to that.
That said, Gondor itself is desperately in need of willpower heroes. So far only Imrahil has 2, others less. I wonder if the idea is to have Gondor heroes requiring Outlands reinforcement for any kind of "normal" questing; questing for battle is of course covered with Leadership Boromir, and questing for siege with the likes of Beregond and Defender of Rammas.
