Pretty sure you can only exhaust your own characters. This means that if you are playing two decks, you can only exhaust characters from the deck playing the card. It's a shame they couldn't clarify this like they did on the new "errand rider" ally that specifieds that you can only transfer resources from a hero YOU CONTROl to any other hero (on either board I presume).I think the reason hail of stones doesn't work that way is because you can only exhaust characters you control... even if they didn't have the consistency to clarify it on the card
