Inspired by this post from Brother Leon, I thought about building the following deck.

TACTICS/LEADERSHIP

Heroes

Legolas
Hama
Theodred

Allies (#22)

1x Beorn
2x Winged Guardian
1x Landroval
1x Descendant of Thorondor
2x Vassal of the Windlord
3x Eagles of the Misty Mountains
1x Bofur
2x Faramir
3x Snowbourn Scout
2x Dunedain Watcher
3x Gandalf (Core)
1x Radagast

Attachments (#18)

2x Blade of Gondolin
3x Support of the Eagles
2x Rivendell Blade
1x Rivendell Bow
3x Steward of Gondor
1x Celebrian's Stone
1x Path of Need
3x Cram
2x Song of Battle

Events (#15)

3x Feint
2x Thicket of Spears
1x Hands Upon the Bow
3x Foe-hammer
3x Sneak Attack
3x A Very Good Tale

It's 55 cards at the moment. Not sure what else to take out.

Some thoughts about the card choices:

Quite obviously, the central figure here is Hama with his ability to recycle Tactics Events. Feint and Thicket of Spears (once Song of Battle has been played on Theodred) are defensive staples, while I believe Foe-hammer could also be totally awesome with Hama (drawing cards like crazy).

Legolas will do what he does best, shooting arrows and putting progress markers on the quest at the same time. He will get the Rivendell Blades and Rivendell Bow, while Hama will receive the Blades of Gondolin.

Theodred gives access to the Leadership Sphere and some resource acceleration. Steward of Gondor is for him, since he will be able to use his resources for both spheres eventually.

The eagles with the mighty Support of the Eagles will help out where they can.

Faramir and the Celebrian's Stone add some much needed Willpower, though thanks to Legolas and the Blade of Gondolin progress will also be added during combat.

Bofur will help finding the weapons, while Beorn is just the big bruiser he is.

The Snowbourn Scouts help getting rid of nasty locations. And the Dunedain Watchers offer some protection against nasty shadow effects.

Path of Need is an experiment. I'm not sure how useful this one really is.

Cram is for emergencies, when you really need that extra attack or defense.

The rest are just good cards added in. Hands Upon the Bow to deal with enemies without the need to engage them, Sneak Attack to get the most out of Gandalf, and A Very Good Tale to get the allies into play faster (it also helps getting more Events, which Hama could then retrieve from the discard pile). And, well, Gandalf (he will mostly be used to keep the Threat down).

One thing this deck lacks completely, though, is healing.
