As far as the number of heroes being released:
I think they're doing it at a reasonable and appropriate rate. This is one of their prize LCGs out right now and they want to get a lot of longevity out of it. As of now we're getting around 10-12 heroes a year. Considering you can only have up to three in any deck, that's plenty. It's almost always the toughest choice I have to make in deckbuilding. If more were released, it would devalue the idea of heroes, and frankly, they would start running out of noteworthy Tolkien characters to deem as heroes. They've already started releasing multiple versions of unique characters. It's a delicate process, and can be quickly overdone.
And really, I think what most people are wanting is heroes of particular Traits to round out particular deck ideas. As I've said earlier, most cycles focus on a certain region of Middle Earth. If they had focused on Lothlorien instead of Moria for the last cycle, I'm sure we'd all be playing Silvan and Noldor decks and be chomping at the bits for more dwarves.
This is a relatively new game, but it still gives lots of viable options. Patience for new releases is the hard part.
