I believe the choices are there, but they're not presented as "what do we do next with out 2 blue and 4 red resources". Galadriel chooses what gifts to give the fellowship, whether to send elves with them, and even whether to take the ring herself. The council of Elrond is plainly a what do we do next moment. Theoden tells Eowyn to go into the hills rather than go to Helm's Deep although she is later revealed as a capable warrior. I believe it's not so explicit as in the game, but of course a book wouldn't be.↧
