I'd disagree with your rules interpretation here. The first card you revealed from the encounter deck happened to be a clue, and everything which led on from that (another clue, a treachery card, remove the second clue etc) was still only part of your first 'reveal a card and add it to the staging area' action. In a two player game you still needed to reveal a second card before going on to resolve the quest.
When I've played multi-player, it makes sense to let each player in turn reveal a card from the encounter deck, dealing with any effects like surge which might produce additional cards. If you think in those terms, then in your description only one player had 'added their card'; the other player needed to take their turn too.
