Dunhere is able to attack any enemy that's in the staging area (and gets +1
when doing so), regardless of what their engagement cost is. Now keep in mind that most of the time an enemy with an engagement cost that's lower than your threat will come and engage you before you reach the Combat Phase, so Dunhere wouldn't be able to take a shot at him before he leaves the staging area (but he can still attack enemies engaged with you, just like any other character. He just wont get the +1
in this case).
But if you've got some card effects, such as Quick Strike (which allows you to attack outside of the combat phase}, or Light in the Dark (which sends an enemy back to the staging area), then you can take advantage of Dunhere's ability against enemies with low engagement costs.
