Elfhelm gains the Response so long as he is ready.

In order to use a Response, a game occurrence needs to trigger it.


For Elfhelm, the trigger is (card text in bold):

a) After your threat is raised as the result of questing unsuccessfully, or
b) After your threat is raised as the result of an encounter card effect, or
c) After your threat is raised as the result of a quest card effect.

If any one of these occurs, you can reduce your threat by 1.


So long as Elfhelm is ready, his ability will reduce threat gained from an encounter card effect(b). The Hill troll is an enemy which means it is an encounter card. The troll's ability is a card effect that raises your threat. It fulfills each part of the response: raised threat from an encounter card effect. Therefore, YES you can use it to reduce the threat increase by 1.
