I wouldn't call anything broken until someone comes up with a deck that abuses certain cards to achieve 0.7 win ratio against Osgiliath and Dol Guldur.

Because it takes 3~4 turns to set up what people call 'broken' combo, I usually find using those comboes will result in higher scores compared to deck filled low cost cards.


I second this. There is a distinction between:
- "broken" = permits an interaction between cards that can be "abused" in the sense of breaking fundamental restrictions (in this case, the resources mechanic)
and
- "broken" = permits the creation of decks that (almost) always win.

People have spoken of Zigil Miner as "broken" since it was printed, long before Imladris Stargazer came along - but I've never seen any evidence that anyone was achieving spectacular results with it in terms of consistent victory against the tougher quests. Leaving aside your point that these combo decks, when successful, are likely to be slower and therefore score worse.
