I'd say that the APs DO have a continuing story, but each story piece is not reliant on previous story pieces to make sense. In SoM, each piece is the Hero's journey to try and find Gollum. Sure they get side-tracked a few times with trolls and eagles, but in the end finding Gollum is still the eventual goal.I'm pretty sure the APs are specifically designed so that one never relies on previous APs to make sense, since FFG would never want to discourage you from picking one up if you have the opportunity.
