I use to play by this rule. However, right now my most successful and fun deck runs only 15 or so allies. It also has only two heroes to boot because it is a secrecy deck. You don't need that many allies if you have deck that makes good use of the ones you have.

I don't think the real key in deck design is ally balance, instead it is balancing willpower generation vs. everything else. Willpower is the most critical aspect of the game, which is why the old 50% ally rule worked because you ended up with lots of allies to help give willpower every turn.
