You're looking for Chess Puzzles, right? Just with LotR. yea, that would be a bit of a beast. I think the best way would be if someone just recorded a game they barely won.
Warmachine (a minis game, like 40k and Warhammer) used to have puzzles in their magazine that would give you a set up diagram of all the models in a fight. Then basically, using an average of 7 on 2 dice (since they game runs on mostly 2d6) for all rolls, you had to do something in X moves/turns. Great idea and always fun to look out (and read the solution, usually leading to me facepalming).
